Film based on true events in the Philippines. Corrupt politicians,police and prison officials all conspire to use prison inmates to perform murders outside of prison. Inmates are allowed out to perform murders as well as spend time with their families. A few good cops try to expose the system that has been set up for years with deadly consequences.
